Department of Civics And Ethical Studies starting to offer the course since the establishment of Samara University in 2008.Initially the department was offering an undergraduate program leading to the Bachelor of Education degree (teaching) in Civics and Ethical Studies. The Department has revised its curriculum as of 2009 and has been offering an undergraduate program leading to the Bachelor of Arts degree (non-teaching) in Civics and Ethical Studies and  the Department start to deliver two course that of Civics and Ethical Studies and Logic but current time the Department give additional common course around forty department under different collages in Samara University However after 2012 the course was added to this department like Logic and Critical Thinks, Global Trend and Citizenship and Moral Education for all of second year student according to new curriculum that design by MoSHE

In Addition to this Introduction to Civics and Ethical Studies  help students in order to enable students to be equipped with foundations of Citizenship studies such as political citizenship of rights and obligations, economic citizenship in light of variations and the threat of globalization, and social citizenship as grounds of social change, and evaluate these in the contemporary Ethiopia. Currently, the department of Civics and Ethical Studies is running undergraduate programs in regular, and summer education modalities. Moreover, the department has launched master’s degree program in Political Science and International Relation in 2014/22.Civics and Ethical Studies graduates work in both the teaching and non-teaching professions and contribute significantly to the socio-economic development of the country.


The department of Civics and Ethical Studies provide the widest needs of the national market with graduates who have a good knowledge and competence in the vast area of Civics and Ethical Studies; who have developed a remarkable degree of civic capacity and moral standards so that they could play an exemplary role to the society


One of the Vision of the Department is to produce graduates with the knowledge of industriousness, self-reliance, the pursuit of knowledge, saving and community participation moreover, to be one of the leading departments with enormous fields of Civics and Ethical studies in pastoral and agro-pastoral community of East Africa by 2035.

The Department of Civics and Ethical Studies offers courses in comfortable classrooms for Masters students of Political Science that it shares with other departments of the College of Social Science and Humanities. Furthermore, the Department has a well-educated staff starting from B.A up to Assistance professor that ready to deliver the course in well manner. Moreover the Department is planning to open other field of specialization in the Department like M.A by Peace and Conflict Studies and Peace and Security to satisfy the interests of customer bin the above mentioned Department. In addition to these resources of the department depends upon intake capacity of the university.

Admission requirements for B.A and M.A Programs

Entry to the Bachelor of Arts in Civics and Ethical Studies is allowed students who successfully completed their preparatory education in the field of social sciences are generally eligible to be admitted to the department’s or program’s regular and continuing education programs. The University shall set different entry requirements for enrollment in the continuing education programs.

A. Regular Degree

1. Directly from (preparatory program) who successfully passed the entrance exam according to the MoSE criteria with social science background.

2. Social science background preferable but not mandatory

B. Summer, Extension, and Distance Degree

1. Students who have diploma (12+2) with social science field, students who successfully passed the minimum requirement in that specific year, with social science background, and who meet the specific criteria set by the department of the respective institutions;

2. Students who have diploma (12+2) in non social science disciplines but who have taught Civic and Ethical Education at different levels for more than 2 years;

3. Students who have diploma with the new program (10+3) as determined by the decision of the MOE and,

4. Readmission as per university legislation.

Bachelor Programs Specific Objectives

The program aims to provide undergraduate students with both subject-specific knowledge and general skills. It aims:

  2. To supply competent professionals for civics and ethical studies for public undertakings, private sectors, NGOs, etc; 
  3. To furnish knowledgeable experts for para-institutional activities like elections, national campaigns, international relations and conflict resolution task – forces, police, justice offices etc. 
  4.  To provide competent professionals for different actors at national, regional and international level in influencing the process of democratization, securing national interests and economic development 
  5. To produce graduates with the knowledge of industriousness, self-reliance, the pursuit of knowledge, saving and community participation 
  6. To produce graduates who have the courage to fight against social evils in the community like corruption, harmful cultural practices, social discrimination, human rights violations etc.

  9. Identifying societal problems like conflict issues, their causes, consequences and mobilize the public for positive actions
  10. Providing professional consultancy services with a view to promote awareness of citizens to practice their right and responsibility
  11. Conduct research in different areas (Peace, Security, Conflict, Professional Ethics on sociopolitical economy, etc.,) that would help in solving societies’ problems and disseminate results thereof.

Duration of the study

The Duration of B.A program in Civics and Ethical Studies is as per Minster of Education three or Four years long study

Graduation Requirements

Students will be eligible for graduation upon successful completion of all major, common and supportive courses provided. No ‘F’, NG (no grade) or ‘I’ (incomplete) grades will be accepted in any of the courses taken and the minimum cumulative GPA is 2.00 at B.A graduation.

Masters Programs Objectives of Political Science

The post graduate program aims to  produce well qualified and high level professionals in the field who could play a leading role in contributing for new knowledge, engaging higher-level research, teaching and consultancy services. It also has the following specific objectives that would:

  • Promote research in political science focusing on Ethiopia, the horn and Africa at large and beyond

Graduate Profile of Political Science

The program aimed at producing well-trained and qualified professionals in the field of political science. The graduates of Political Science are expected to be proficient in terms of their grasp of key theoretical knowledge, methodologies and methods in the field of study, develop strong analytical skills, and acquire demonstrable skills in engaging research in the wider academic context. Upon completion of the program, the graduates shall be able to:

  • Understand and familiarize with basic concepts, theories and practices of political science
  • Exhibit academic leadership as specialist and experts in the field of political science
  • Good understanding of diplomacy and diplomatic practices
  • Equip with the methods and techniques of policy analysis on domestic and international political affairs
  • Grasp methods and methodologies of research in Political Science and International Relations. 

Admission Requirement

The program is interdisciplinary by its nature and therefore individuals who have BA or BSc degree in any field from an accredited university with a Cumulative Grade Point Average (CGPA) equivalent to 2.00 and above can apply to it. Selection for admission into the MA Program in Political Science  is made on the basis of the candidate’s performance in the entrance examination. Moreover, entry to the M.A political science should possess adequate background knowledge of the subject matters hold a Bachelor degree in political science and international relations, a minor in political science, civics and ethical Studies, governance, governance and development studies, public administration and other related social science  fields Applicants from non-political science background may take bridging courses of not less than 18 credit hours or 30 ECTS in undergraduate courses of political science and international relations final the applicant should pass in entrance examination(written and oral)

Duration of the study

According to curriculum of M.A Political Science duration is one academic year of full-time course work and one more year for thesis writing for regular program, and three years for summer and extension program.  Extending the duration beyond two years requires the permission of the DSC and academic commission of the college of Social Sciences and the humanities. Unless the DSC directs, each course must combine assignments, term papers, presentations and exam(s). The student’s result in a course shall depend on the cumulative performance in these series of activities.

Graduate requirement

A candidate should be able to satisfy the criterion stated below to be grantee an MA degree in Political Science

  • Completion of 30 credit hours of course works and six (6) credit hours in MA thesis related works or 82 EtCTS.
  • Scoring a cumulative GPA of 3.00 and above with only one grade “C”.
  • students are expected to produce MA thesis of accepted standard at the end of the program
  • successfully defend his/her thesis in public and score a minimum of ‘satisfactory’ grade
  • Above all, the graduation requirements will be bound by the Samara University’s
